The Brief
St Albans District Council is committed to enhancing community leisure through strategic investment. TSC provided detailed feasibility studies and business planning for five leisure centre developments, with over £50m in funding. This work supports the redevelopment of Council-owned sports and leisure facilities across the district, aligning with their long-term vision.
The Solution
Our role was to work closely with the Council’s officer team, other consultants and stakeholders to provide feasibility and business planning advice throughout the feasibility stage of work.
Over £50 million has been invested by the Council following completion of the 5 major capital projects. The new community leisure facilities have been developed to deliver against the identified needs of the local community while also improving the commercial viability of the Council’s leisure portfolio. The transformation in the revenue performance of the sport and leisure portfolio resulted in the majority of capital funding being generated from revenue improvement, via prudential borrowing.
